Dr. Amy Coulibaly (1964-2025), CEO
Dr. Coulibaly had over 7 years experiences serving as a Legal Advisor in Maryland for refugee and immigrant families. While in Maryland, Dr. Coulibaly also spent over 7 years mentoring at-risk high school students in an effort to help young people cultivate the life skills needed to transition them into responsible adults.
In 2020, Dr. Coulibaly started Hope For All Community Services LLC with the commitment of supporting individuals and families navigating both the healthcare and mental health system. Dr. Coulibaly has had first- hand experience navigating the complex U.S mental health and healthcare system and through that experience she developed a deep compassion for those struggling with not only recovery, but the cycle of stigma associated with mental health.
As a community social worker, Dr. Coulibaly supported Mainers those struggling with mental health instability and recovery though mentoring, and assisting them with navigating systems, and utilizing skills building interventions. Dr. Coulibaly also first-hand experienced what it meant to be a caregiver as throughout her life she continued to be an advocate for clients, families and other caregivers. She firmly believed that hope was a pillar to recovery and incorporated the concept and belief of hope as an evidenced based practice model approach in her work. This gave birth to then Hope For All Community Services LLC.
Dr. Coulibaly lived with a mission-driven mindset. She believed in making difference wherever she found herself. She met people where they were at and made sure, they felt heard. Dr. Coulibaly was a radiance of light; approachable, loving and caring; always positive even in challenging times and had an incredible, undeniable sense of humor. She was not only our leader but family and a mentor. We will all miss her dearly.
It was Dr. Coulibaly's desire to expand services that provides wholistic options to families. As part of Dr. Coulibaly's legacy continuity of providing a comprehensive array of services that reflects hope, the agency transitioned officially into Hope For All Behavioral Services LLC (HFABe) in January 2026, with the objective of providing not only community support services but enhanced behavioral health services that foster integration of care management and behavioral health interventions in community-based settings. The aim of these enhanced services is therefore to support clients manage their well-being, develop skills for independent living and ameliorate overall health.


Dr. Amy Coulibaly was a visionary leader who dedicated her life to building Hope For All Community Services LLC. Dr. Coulibaly was an ordained minister, missionary and community social worker.
As an ordained minister, Dr. Coulibaly was officiated in the office of Apostleship and received her doctorate in theology from the Miracle Faith Apostolic Global Church in Florida and Love of God's Kingdom Outreach Ministries Inc. She has traveled and served in over 163 countries during her missionary outreach work. Prior to establishing Hope For All Community Services LLC, Dr. Coulibaly worked for the United Nations after completing her Doctorate degree in Law from Ivory Coast, West Africa and France.
Dr. Coulibaly received her education between Maryland, her hometown, and in Paris. Dr. Coulibaly also went on to complete a Physician Assistant (PA) degree. As a Physician Assistant, she worked in MedStar Montgomery Medical Center in Maryland for 18 years.
